In Austria and Switzerland, you can buy CBD cigarettes. In Germany, the hemp flowers with CBD currently sold mainly at kiosks are tolerated, but they are not safe from seizure. Trade in cannabis products remains a gray area, even if the intoxicating active ingredient THC is absent or present only in small amounts.
In 2018 there were many raids in Germany, and police suppressed the sale of CBD in flower form. As unprocessed flowers, cannabis still falls under the Narcotics Act. Cosmetics, foods, and oils with CBD, on the other hand, are legal. If your cannabis contains no THC, it is permitted to smoke it.
